Qilihai “Living Coast” Vision Plan

Project Description:

“Located in the southern end of Qinhuangdao city, the project sits at the intersection between urban and ecology, adjacent to the largest lagoon wetland in north China. Over years of unregulated development, the site is being greatly damaged with diminishing lagoon and declining bio-diversity. Taking opportunity of a new national project taking place, we look into resolution for ecological issues and potentials for future development, to search for an appropriate model for this ecological-sensitive site – a living system of regenerative development. The overall framework is based on a restoration strategy for the lagoon and coastal wetland, extending along river riparian corridors to create a series of “islands” as communities. At the nearest coastal area from Beijing, Qinhuangdao has been the summer retreat for residents and key capital politics. The “development engine” of this master plan will be the new National Conference Center, which brings along associate development of MICE+ and tourism program. Along the lakefront promenade there will be program such as cultural heritage center, ocean discovery center and the Beidaihe Planning Museum. The promenade ends at the restored lagoon park, which will become the educational “base camp” for a variety of activities such as wetland tour and birdwatching camps. The Beidaihe Living Coast Vision Plan aims to bring a perspective on how development can become an active and regenerative agent to the environment. Through a system of net positive design strategies and careful programming considering visitor density, the Beidaihe Living Coast would not only become a popular business and tourist destination, but an exemplary regenerative development for coastal cities in China and beyond.”

位於秦皇島市南端,項目基地位於城市發展與自然生態的交匯點,面向華北最大的瀉湖濕地與沙丘景觀。然而經過多年無序發展,瀉湖面積每年變小並生物多樣性持續下降,面臨著嚴重的生態破壞。以國家項目為契機,七裡海概念規劃關注生態議題並考慮未來可持續發展,尋求一個合適生態敏感基地的發展模式 – 涵養式發展。規劃框架以瀉湖濕地的生態修復為基底,並沿內陸河岸延伸濕地,以「島嶼」形式建設未來各發展組團。北戴河是距離首都圈最近的休閒沙灘海岸,歷史以來都是首都居民與政要的避暑勝地。選址北戴河的國家會議中心作為本項目的發展引擎,將帶動會展會議等一系列的旅遊功能發展。沿瀉湖河岸的濱海大道將建設文化中心、海洋探索館及七裡海規劃展館等項目,濱海大道以生態修復後的瀉湖濕地公園為端點,未來將成為提供各類活動的科普教育基地。北戴河生態海岸旨在提出一個重新思考發展如何涵養生態的議題。通過一系列超越碳中和的規劃設計策略及適當分布遊客密度的功能佈局,未來的七裡海將不僅僅成為吸引各地遊客和企業的旅遊目的地,更會成為中國海岸城市的可持續涵養式發展典範。
